Start with the news release Rail responsibility shifts from HSC/E to ORR from Health and Safety Executive, which we summarised at the time by saying "The responsibility for railway health and safety regulation is transferring from the Health and Safety Commission and Executive (HSC/E) to the Office of Rail Regulation (ORR) on 1 April 2006". A few weeks before, we featured the news release HSC names Buncefield Investigation Board chairman from Health and Safety Executive: "The HSC has announced the appointment of the Rt Hon Lord Newton of Braintree as the independent chairman of the board supervising the investigation into the Buncefield oil depot incident".
