CIA responds to HSE's Buncefield Progress Report

The Chemical Industries Association has welcomed the publication by the Health and Safety Executive and Environment Agency of the progress report on the Buncefield incident of 11 December 2005.

The Chemical Industries Association (CIA) welcomed the publication on 21 February 2006, by the Health and Safety Executive and Environment Agency (HSE/EA), of the progress report on the Buncefield incident of 11 December 2005.

The Association stressed that immediately the root cause has been made known, it will share the key lessons that have been learnt with its members.

Over the last 18 months, the CIA has worked in partnership with the HSE to develop guidance on process safety performance measures and share the guidance through joint workshops with its members.

CIA therefore welcomes the opportunity to again work with HSE to review current best practice and ensure that the risks from its members' operations are as low as reasonably practicable.

Steve Elliott, CIA director general, said: "I am pleased to see the early publication of this progress report.

"It enables us to consider what practical actions we can take with our members to ensure risks to their employees, the public and the environment are being actively managed.

"In line with our Responsible Care Guiding Principles, we wholeheartedly embrace this opportunity to work with the regulators, so that something positive comes from this incident, to improve everyone's safety".
