Chris Rand, Editor, writes:

This week here in the UK we've seen a radical reform of university course funding pass its first political stage, and whilst it's one way of getting more money into higher education, I find it hard to believe that it's the right way. Like most bad legislation it became a political football and was voted on as such, rather than on its merits. The leadership of the governing party had to force many of its own members to vote for something they didn't believe in, and the opposition felt obliged to vote against something they probably did believe in.

What it's all about is whether universities should be able to raise extra money by charging students for their courses, rather than relying on state funding. Leaving aside the principles of whether that's desirable or not, to me, the government's justification for it is patronising and irrational. They say that university students will go on to get more highly-paid jobs, so they should pay for this "privilege" after graduating with their own special tax. Then they undermine this dubious argument by offering subsidies to students from poor backgrounds, suggesting after all that it's really about where you come from, not where you're going to. Won't the poorer students eventually be earning as much as the ones with rich families?

My colleague Russ Swan put an optimistic spin on all this in yesterday's Laboratorytalk*, saying that market forces might make the more useful - but more difficult and less popular - courses (such as most science and engineering ones), more financially attractive. That would be nice. On the other hand, although it has proved possible to pad out a degree in Discussing Movies to three years, my engineering course was five years, and medical training is even longer. Will the graduate tax end up much more for courses like those?

The government is accepting that the UK's low-skill service economy (which was supposed to take over from our traditional manufacturing economy) is finding it as hard to compete with other countries as manufacturing has done. They understand that investing in education is the way forward. But who wants this, and who will benefit from this? Business and the country as a whole. And it's therefore business and the country as a whole which should be paying for it.

OUR TOP TEN NEW PRODUCTS SELECTION
=======================================================

[1] BLUETOOTH BASE FOR WIRELESS FOOT CONTROLS
(Schmersal UK, 22 January 2004)

A new range of custom-designed wireless foot controls from Schmersal uses the latest Bluetooth technology to increase operational safety in medical and industrial applications by eliminating unnecessary cables and the potential hazards they can cause. The footswitches also bring ergonomic benefits by releasing operators from a fixed position dictated by cables, and allowing them much more freedom of movement.

[2] METAL DETECTOR ISN'T FOILED BY ALUMINIUM
(Sartorius, 25 January 2004)

The Observer is a novel metal detector that can be used to detect ferrous and stainless-steel contamination in aluminium foil wrapped products. Conventional detectors that operate on the basis of electromagnetic alternating fields bump up against their limits when they encounter packaging, or parts of packaging, made of aluminium. The Observer uses magnetic technology yet is also impervious to interference, such as that caused by the product to be examined and by metal parts in the surrounding environment. This is possible thanks to the metal detector's specific calculating operations that eliminate noise or stray fields in the signals received by the highly sensitive built-in sensors.

[3] TWO-SPEED GEARBOX GOES INLINE FOR MACHINE TOOLS
(ZF Great Britain, 27 January 2004)

A new two-speed inline gearbox is designed to improve the speed range of machine tools while maintaining consistent torque delivery and accuracy. The ZF Duoplan series is designed to mount directly between the drive motor and spindle, minimising vibration and maintaining torsional rigidity. Compared with alternative twin speed designs that use pulleys or offset gears to transmit torque to the spindle, the Duoplan units direct inline mounting provides increased accuracy by reducing vibration and maintaining a highly rigid machining head assembly. Inline mounting is achieved through the use of planetary reduction gears, a feature that also significantly reduces backlash and results in a more compact machining head.

[5] RTD CONNECTOR TAKES TRANSMITTER ONBOARD
(Omega Engineering, 25 January 2004)

The Omega SPRTX Series are inline high-performance low-cost industrial RTD connector-transmitters. They feature a hermetically sealed micro miniature signal conditioner built into a 3-pin connector housing. The design converts the resistive change of a 100ohm, 0.00385 RTD sensor or probe across a dedicated temperature range into an industry standard, loop powered, 4-20mA analogue output. This analogue output can be sent hundreds of metres away from the location of the sensor to an indicating device or controller.

[6] NO DERATING FOR ENHANCED CHAINS
(Tsubakimoto UK, 25 January 2004)

The design of Tsubaki's new Enhanced Runner series BS/DIN European Standard chain combines the benefits of easy disassembly (or "easy break") with a unique "ring coining" process that overcomes the historical problem for users of having to derate drive chains due to the lower maximum allowable load of their connecting links. The "ring coining" process creates plastic deformation around the pinhole on the cover plates of the "runner" chain. This generates residual stress around the deformed area, which boosts the transmission capacity of the connecting links to the same level as the chain itself. In addition to providing higher transmission capacity, Enhanced Runner BS/DIN series chain also meets the needs of modern manufacturing processes for easy disassembly on-the-spot, the so-called "easy break" facility. The new centre sink design of the rivet head is a result of years of experience in manufacturing marine diesel chain at Tsubaki, arguably, the pinnacle of roller chain development.

[7] NOVEL GASKET MATERIAL SOLVES STEAM SAFETY WORRIES
(Garlock (Great Britain), 26 January 2004)

Steam leaks are one of the most hazardous and arduous plant conditions to seal effectively. After asbestos was banned for health and safety reasons in the 1990s, traditional sealing methods now use graphite gasketing, with its inherent brittleness, adhesion and handling problems. Garlock has a novel inorganic-fibre-based gasketing material, Style ST-706, suitable for superheated steam at up to 540C and 105bar pressure. Independent tests undertaken by the BHR Group illustrate the endurance of the material successfully testing its integrity at 400C under thermal cycling conditions for 90 days.

The TSK 105 is a rugged, plug-and-play touch-sensitive keyboard for industrial applications. It offers the same functionality of any normal PC keyboard, including all F-keys and the number pad; an integral touch-pad mouse provides precise cursor control. An anodised aluminium housing and a glass screen protects the keyboard from impact. Sealed to IP65, the desktop version will resist moisture and dirt ingress and cannot be damaged by cleaning fluids or agents. It should have applications in printing machines, sterile environments cleaned using ultrasonic techniques, food packaging equipment and public areas susceptible to vandalism.
