The project comprises management and engineering services for a major expansion to the existing refinery at Khabarovsk to increase plant capacity, improve performance and address international and Russian requirements to reduce the sulphur content of kerosene and diesel products.
Foster Wheeler will consolidate five licensed process design packages, including the Foster Wheeler-designed hydrogen production facility, and front-end engineering designs carried out by other companies, into an invitation to bid package suitable for international engineering, procurement and construction (EPC) contractor bidding.
Foster Wheeler will also carry out the EPC technical bid evaluation and support Alliance in selecting the EPC contractor.
"The award of this contract further extends our relationship with Alliance", said Steve Davies, Chairman and Chief Executive Officer of Foster Wheeler Energy.
"We have already provided Alliance with the basic design package for the hydrogen production facility at the Khabarovsk refinery and have worked closely with the other licensors during the early phase of the project".
