A look at the Pressure Equipment Directive (97/23/EC), one of the most important and far-reaching changes in industrial legislation to affect the European hydraulics industry

One of the most important and far-reaching changes in industrial legislation to affect the European hydraulics industry - the Pressure Equipment Directive (97/23/EC) - became optional from 29th November 1999 - and is mandatory from 29th May 2002.

The Pressure Equipment Directive (97/23/EC) arises from the European Community's (EC) programme for the elimination of technical barriers to trade.

Its purpose is to harmonise national laws of member states regarding the design, manufacture and conformity assessment of pressure equipment and assemblies of pressure equipment.

Parker Hannifin is playing a major part in simplifying the requirements of the Directive and identifying the choices available to manufacturers, OEMs and end-users, alike.

Since the adoption of the Directive, in 1997, Parker Hannifin hydraulic products which fall within the scope of the Directive - such as the new range of ABE bladder accumulators - have been designed and manufactured to fully comply with CEN (The European Committee for Standardisation) approval standards.

The Directive requires that all pressure equipment and assemblies within scope must be safe when placed on the market and put into service.

Safe pressure equipment and assemblies are defined as those which, when properly installed and maintained and used for their intended purpose, will not endanger the health and safety of persons and, where appropriate, domestic animals and property.

Once CEN approval has been obtained, manufacturers can forget about all other national standards - at least throughout Europe.

CEN approval is mandatory from 29th May 2002.

All manufacturers will have to apply for this new approval for both established and new designs before they can affix the 'CE' mark.

Manufacturers cannot avoid having to apply for the CEN approval.

Existing approvals will not be accepted as equivalent." Pressure Equipment - the Directive in brief >From 29th November 1999 until 28th May 2002, manufacturers of pressure equipment and assemblies have the choice of either following the Community regime or continuing to comply with existing national legislation.

>From 29th May 2002, most pressure equipment and assemblies placed on the market in the UK will need to comply with the Community regime.

The same rules will apply everywhere in the Community so that pressure equipment complying with the regime may be placed on the market in any member State.

Under the regime, pressure equipment and assemblies above specified pressure/volume thresholds must: * be safe; * meet essential safety requirements covering design, manufacture and testing; * satisfy appropriate conformity assessment procedures: and * carry the CE marking and other information.

Pressure equipment and assemblies below the specified pressure/volume thresholds must: * be safe; * be designed and manufactured according to sound engineering practice; and * bear specified markings (but not the CE marking).

Once conformity assessment has been completed, and if the equipment or assembly complies with the provisions of the Directive, the manufacturer will be required to affix the CE marking to each item of pressure equipment or assembly and draw up a declaration of conformity.
