Refurbishment is economical option

The first transformers are already in production and will be crossing the water to Belfast in June.
The rest, being built in a variety of capacities, from 6.25MVA through 18.75MVA and 25MVA, will follow between then and the end of 2006.
Northern Ireland Electricity is the province's major electricity company responsible for much of the power network and distribution.
Winder's Dave Bowker said: ''We were in competition with four other companies and while we won on our competitive price we like to think our delivery times - which we have always said can beat those of any competitor - played their part too".
"Although we have supplied some equipment in Northern Ireland before, this is our first major contract".
Winder was invited to join those on the tendering list largely on the excellence of its reputation, built up over more than 100 years of engineering expertise.
NIE said: ''We invited Winder Electrical to join our list of tenderers in a competitive process".
"They won because they came up with the best price, but it was more than just the cost which impressed us".
"They were able to deliver quickly and when we went across to Yorkshire to take a first hand look at their facilities we were very impressed.
''They have put a lot of money into the factory recently but the most impressive thing - apart from their loyal and experienced workforce - was the plans they have laid out for the future.
When it comes to the next round of tendering they will certainly be invited to bid for the work.''.
